I noticed in your forum several other users who are frustrated by the same problem and have complained about the same feature we are having a problem with.
As in most jurisdictions we have buyer/renter transactions (not necessarily your term "transaction"). Then we have Seller/Landlord Listing transactions
Each of those two transaction types have separate life cycles but each of those may transform into a transaction when a buyer and a seller connect with a contract (or when a renter and landlord enter into a lease transactions. This is the normal flow that exists for jurisdictions I have historically been licensed in including Missouri, Washington DC, Maryland, and Virginia. I am also aware this is the way the process works in MOST states.
The problem with SKYSLOPE is that you have only 2 awkward Transaction Types (Listings and Transactions) which is a dysfunctional way of structuring the processes. What we need is 3 transaction types:
Buyer (or Renter)
Seller (or Landlord)
Contract Transaction
One separate pipeline that goes through an approval process for buyers(or tenants).
Another separate pipeline that goes through an approval process for sellers (or landlords)
Then each of those "pipelines" hopefully then becomes a Contract Sale (or lease) transaction, with in turn has it's own checklist procedure.
I have used skyslope over the years when i was in a different company so i've had a decent amount of experience using your system but it was always a problematic issue from a legal standpoint of managing the transaction.
I am now the lead admin in my new company (with 120 agents currently) and this company has had skyslope for a while but has found it so cumbersome to use this way that we are contemplating a move to your competitor XXXX which has the ability to construct the features we need.
We either need skyslope to offer a realistic workaround that will fit our compliance needs, or skyslope needs to be less rigid in it's structure to allow admin users like myself to structure it as we need it to be.
Otherwise we will be forced to switch to the other company.
We would appreciate a deeper conversation with a developer in your company to find a solution.

Another vote for this. More and more brokerages, ours included, are requiring paperwork signed by buyers before they make an offer on a home, and need to have it reviewed by our managing broker. We'd love to see this, like a listing pipeline, because otherwise we have to make a fake file with a fake address in order to submit paperwork for review.
