Login as an agent to set default notifications and stages

It's very frustrating not being able to set up my broker administrators with the same default notifications and to make sure they have the stages checked when reviewing files.

If the owner of the site could log in as the agent to be able to set defaults the same for admins would help out tremendously. This will help make a consistent workflow, and not have to keep setting up training webinars on this subject.
