Digisign not included with Forms

The office recently upgraded our Skyslope subscription to include the Forms product. When one of the agents was on a Forms training, and tried to go to set up a signing, she was informed that she didn't have Digisign. So, we have forms, but it doesn't come with a way for the agents to send out signings? That just seems bizarre to me. It's like selling a car but not providing a key to start it.
