As a Broker I should be able to delete Offices IF there are no more Active accounts in the Office

Current behavior: Offices cannot be deleted unless EVERY user account (excluding the Broker) has been disassociated from the office. This includes Active accounts, Deactivated account, agents, limited tc's, admins, and ALL Office admins.

Desired behavior: Once all active*** accounts* have been removed from a office**, that office can be deleted.
*Active accounts include: Limited TC, Agent, Single Office Admin
**ALL OFFICE Admins should not need to be removed from the office during this office deletion
***Deactivated accounts should not need to be removed from the office during this office deletion
