Add ability to merge files (listing to transaction) and retrieve broken DigiSign documents when working from home

Issue:
Neither the Merge Listing To Transaction tool or the Stamped Document Generator tool ever successfully complete their tasks if used on any network other than SkyFi. The user enters in the respective parameters (property file URLs, or envelope ID), and the process becomes unresponsive - hanging indefinitely.

Steps to Recreate:

1. Have both applications installed on a computer
2. Have that computer connected to a network other than SkyFi
3. Attempt to merge two files, or stamp a document
4. Note that that neither task completes

Workaround:
None so far though this might be resolved if we are able to VPN eventually.
