Identifying Brokerage Owners

Our brokerage is under a Franchise that has many brokerages.  One of the owners of the overall franchise is the assigned Broker for all of our franchises in Skyslope.  I am one of the owners of our brokerage and have the lead with Skyslope details.  Is there a way to identify in the system that other users can request changes that only affect the individual brokerage?  For instances, I asked for a users email to be changed for DigiSign and log in purposes last week and was told I can not make the request.  I've have other recent examples of similar responses.  I understand the restriction/limitation for one overall Broker but there should be additional options for allowing others to manage their brokerage.
