New Transaction Requirements

With the new changes agents are now required to enter the listing side commission when creating a new transaction, even though they selected purchase because they are representing the buyer. This should not be required, as it doesn't matter what the listing agent is getting.

The new pre-contract file type should have its own checklist options that contain ONLY the buyer representation documents. We have agents that don't understand they need to convert their file after receiving an accepted offer and instead upload all their documents to the pre-contract file because they can see the full checklist while in pre-contract. This delays them getting paid because our accounting system doesn't sync with pre-contract files. They also should not have access to the sale checklists because they don't know which checklist they will need until they receive an accepted offer.
