RequesterMake agents click "save" whenever they update a file
When they click save, have a pop up screen that prompts them to notify office the type of change they made
This way, office will be notified properly
Also, with notifications, it should have the ability to notify the staff assigned to the file instead of a general email

I also highly encourage you to check out the Notifications settings, as some of these notification options may suit your workflow. You can find this page by clicking your name in the upper right corner, then click My Account, then click Notifications.
