When creating new personal folders for storing personal docs, nothing can be moved to those new personal folders which are clearly visible in my personal folders list ... because the new folders don't appear in the Move drop down choices ... until I refresh the page.
Rather than have the user guess when a refresh is needed .... or every 6 key strokes ... or every CR ... or some other unguessable moment in time ... why not just have your application refresh the page whenever it needs refreshing. Or you could just include the guidance in the middle of a 100 page instruction doc that will never be read or remembered.

I am going through the same workflow and am not having the issue that you're describing.
When I create a new folder (e.g., "Test Folder"), I am immediately redirected into that newly created folder ("Test Folder")
When I return to the Unfiled Docs folder, I am able to see "Test Folder"
From the Unfiled Docs folder, I am able to move files to "Test Folder"
